With the acceleration of global urbanization and the iterative advancement of emerging technologies, urban systems are confronted with multidimensional, cross-domain, and highly dynamic complex risks, posing unprecedented challenges to traditional emergency management models. The deep integration of artificial intelligence (AI), big data, and the Internet of Things (IoT) has introduced new paradigms for risk perception, early warning, collaborative response, and resilient recovery, while also raising profound issues such as technological ethics, data security, and governance efficacy. How to reconstruct emergency management systems with intelligent technologies has become a global priority.

To this end, this conference, themed "Urban Complex Risk Governance and Emergency Management Innovation in the Age of Artificial Intelligence," focuses on theoretical breakthroughs, technological applications, and interdisciplinary research in risk governance driven by AI. It aims to establish a high-level platform for academic exchange, policy discussion, and practical exploration. We now invite submissions from scholars, practitioners, and young researchers worldwide. Details are as follows:

I. Conference Topics

Topics include but are not limited to:

1. AI applications in urban risk prediction and warning systems

2. Big data-driven decision support systems for urban emergency management

3. Strategies for enhancing risk resilience in smart city infrastructure

4. AI and multi-agent collaborative emergency response mechanisms

5. Ethics and privacy: Boundaries and challenges of AI in urban risk governance

6. Generative AI (e.g., Deepseek) in public crisis communication

7. Policy and regulation: Institutional innovation for AI-enabled emergency management

Participants are welcome to propose additional topics based on their research interests.

II. Date and Venue

Date: July 5-6, 2025

Venue: Xuhui Campus, Shanghai Jiao Tong University

III. Submission Guidelines

Submitted papers must be original and unpublished, adhering to academic ethics. Prospective participants should submit their intent to attend and an abstract via the provided link or QR code by June 15, 2025. The organizing committee will review abstracts based on expert evaluations and announce results by June 20.

Young Scholars Forum:

Eligibility: First authors must be male scholars aged 35 or below or female scholars aged 40 or below.

Requirements: Full papers must be submitted to yjxsy2025@163.com by June 15, with the subject line "New Horizons in Emergency Management Conference Submission." No specific formatting is required, but mainstream academic standards should be followed.

Awards: First prize (1), second prize (2), and third prize (3) will be awarded on-site.

Ling Wen

Academician of the Chinese Academy of Engineering

Expert in systems engineering and energy engineering management, Chairman of the Shandong Association for Science and Technology, former Vice Governor and Party Leadership Group Member of the Shandong Provincial People's Government. He has long been dedicated to applying systems engineering theory to address challenges in large-scale engineering management.




Yue Qingrui

Academician of the Chinese Academy of Engineering

Currently serving as the Director of the Institute of Urbanization and Urban Safety at the University of Science and Technology Beijing, and concurrently as the President of the China Steel Construction Society, among other roles. He has long been an expert in fields such as social development, new materials, and scientific and technological platforms for the Ministry of Science and Technology of China.




Xue Lan

Dean of Schwarzman College, Tsinghua University

Dean of Schwarzman College at Tsinghua University, Convener of the Public Administration Discipline Review Group under the State Council, and Member of the National Strategic Advisory and Comprehensive Evaluation Committee. Recipient of the National Science Fund for Distinguished Young Scholars.





Zhou Fubao

President of China Academy of Safety Science and Technology

Distinguished Professor, Doctoral Supervisor, recipient of the National Science Fund for Distinguished Young Scholars, and winner of the "Xplorer Prize." He has long been engaged in engineering research on coal mine gas and spontaneous combustion prevention, mine safety and resource environmental protection, urban public safety, occupational health, and related fields.



Zhang Haibo

Dean of the School of Government, Nanjing University

Executive Director of the Research Center for Social Risks and Public Crisis Management at Nanjing University (Jiangsu Provincial Social Risk Management Research Base), Executive Editor-in-Chief of the CSSCI journal Risk, Disaster & Crisis Research, and Council Member of the China Society of Emergency Management.





Kong Linghe

Professor at Shanghai Jiao Tong University School of Computer Science

National-Level Talent, Shanghai Oriental Scholar Distinguished Professor, and Party Branch Secretary of the Cyberspace Security School at Shanghai Jiao Tong University's School of Electronic Information and Electrical Engineering. Research areas include the Internet of Things, 5G Industrial Internet, Cloud Computing/Data Center Networks, Artificial Intelligence, and Big Data.



Li Zhichao

Professor at Shanghai Jiao Tong University Emergency Management School

Professor and Doctoral Supervisor at Shanghai Jiao Tong University's School of International and Public Affairs, concurrently serving as a Distinguished Research Fellow at Fudan University's Metropolitan Governance Research Center. Selected for the Shanghai "Dawn Scholar" Program in 2021. Research areas: Emergency Management, Urban Governance, Social Networks, and Institutional Change.




Benjamin Lev

Trustee Professor at Drexel University, USA

Editor-in-Chief of OMEGA - The International Journal of Management Science, Responsible Editor of International Journal of Management Science and Engineering Management, and Academic-INFORMS Fellow. Professor Benjamin Lev is an internationally renowned expert in the field of management science, with research focusing on inventory management, operations optimization, scheduling, and related areas.




Albert Bakhtizin

Director of the Central Economics and Mathematics Institute, Russian Academy of Sciences

Professor at the Northwestern Institute of Management (St. Petersburg) under the Presidential Academy of the Russian Federation (RANEPA), Leading Researcher at the Institute of Legislation and Comparative Law (Moscow) under the Government of the Russian Federation, Professor at Moscow State University for the Humanities, Professor at Moscow State University, and Corresponding Member of the Russian Academy of Sciences. His primary research areas include computer modeling in socio-economic studies, ABM (Agent-Based Modeling), and related fields.
