一、基本信息 Basic Information

二、学科简介 Introduction

公共管理博士点始建于2011年。2012年公共管理学科在教育部全国学科评估位列全国第7位。 2017年公共管理学科在教育部全国学科评估位列A类学科， 2019-2021年社会政策与行政管理学科连续3年跻身QS全球100强。学院以“立学、立德、立身、立志”为育人理念，实施交叉学科基础理论与实证研究相结合的专业教育，旨在培养德、智、体、美、劳全面发展，具有扎实的社会科学理论基础和研究能力，具备坚定信念、实践能力、创新精神和国际视野的一流学术精英和公共管理领袖人才。

本学科加强与政府部门的沟通，开展国际合作办学，所培养研究生的发展方向是从事公共管理学术研究和实际工作的高层次专业人才，尤其注重学生理论创新能力、理论联系实际和解决现实问题能力的养成。学院师资阵容雄厚，包括教育部长江学者、青年长江学者、新世纪人才、曙光学者，特聘教授和讲席教授等，拥有一批政治科学与公共管理领域国际化高端师资，近半数教师获得海外著名大学博士学位，多名教授曾任教于欧美名校并获得终身教职。

公共管理学科下设的应急管理二级学科是一门融合行政管理、政治学、社会学、法学、运筹学、信息技术、心理学等各种专门知识交叉研究的学科。2020年4月，上海交通大学获得“首批应急管理二级学科建设试点单位”，2020年5月顺利通过学科论证。欢迎名牌大学相关专业或理工科背景的优秀毕业生和具有较高外语水平的考生报考。

The doctoral program of Public Administration was established in 2011. In 2012, the public management ranked 7th in the national discipline evaluation of the Ministry of Education. In 2017, it was ranked A. The social policy and administrative management ranked among the QS Global 100 for three consecutive years from 2019 to 2021. Our school takes" learning, morality, self-reliance, and determination" as the education concept, and implements professional education that combines interdisciplinary basic theories and empirical research, aims to cultivate first-class academic elites and public management leaders with a solid theoretical foundation and research ability in social sciences, with firm beliefs, practical ability, innovative spirit and an international perspective, for the all-round development of morality, intelligence, physical fitness, beauty, and labor.

We strengthen communication with government departments and carries out international cooperation in running schools. The development direction of the graduate students is high-lev professionals engaged in academic research and practical work in public management, with special emphasis on the ability of students to innovate in theory, integrate theory with practice and solve practical problems. We have a group of distinguished professors and endowed professors, etc. Half of our team have obtained Ph.D. from famous overseas universities, many of them have taught prestigious European and American universities and obtained tenure.♂

Emergency management is a secondary discipline in Public Management that integrates various specialized knowledge such as administration, political science, sociology, law, operations research, information technology, and psychology. In April 2020, Shanghai Jiao Tong University was awarded the "First Batch of Pilot Units for the Construction of Secondary Disciplines o Emergency Management", and passed the discipline demonstration in May 2020. Outstanding graduates with related majors or science and engineering backgrounds from prestigious universities and candidates with high foreign language proficiency are welcome to apply.

三、培养目标 Program Objective

“应急管理”博士项目旨在培养熟悉国内外前沿应急管理理念与理论，具体培养目标如下：

1. 比较扎实的理论基础和比价完备的专业知识；

2. 熟悉和掌握一定的科学研究方法；

3. 较为开阔的学术视野和一定的实践经验；

4. 能够适应应急管理学科交叉新技术、新实践、新需求变化的能力。

This program aims to cultivate students who are familiar with cutting-edge emergency management concepts and theories at home and abroad.

1. Have a solid theoretical foundation and complete professional knowledge,;

2. Are familiar with and have mastered certain scientific research methodologies;

3. have a broader academic vision and certain practical experience;

4. are capable of adapting to changes in new technologies, new practices, and new needs in the discipline of emergency management.

四、培养方式及学习年限 Training Mode and Study Duration

普通博士研究生基本学习年限学制一般为4年，全日制培养。未能按时完成学业者，普通博士生最长可延长2学年。课程安排一般为三学期排课，第三学期须至少修2学分课程（不含学术报告与研讨会）。课程修读原则上要求第三学期内完成。

三导师制度：每一位博士研究生1名学科导师，负责公共管理学科的理论知识、方法体系和体制机制研究；1名领域导师负责某类突发事件的专业知识指导，例如化工事件、交通事件、生物安全等专业领域；1名实践导师指应急管理局的从业者。

The duration of this program is 4 years, full-time training. For those who fail to complete their studies on time, can apply to extend 2 years. Course arrangement is three semesters, at least 2 credits of courses must be taken in the third semester (not including academic reports and seminars). In principle, courses are required to be completed in the third semester.

Three tutor system：

1 subject tutor, responsible for the theoretical knowledge, method system and system mechanism research of public management discipline;

1 field tutor responsible for professional knowledge guidance of certain types of emergencies, such as chemical incidents, traffic incidents, bio-safety and other professional fields;

1 practical tutor refers to practitioners of emergency management.

五、课程学习要求 Course Requirement

须修读完成不少于25学分，各类课程具体要求如下：

六、培养过程要求 Training Requirement

1. 资格考试：普博生的资格考试原则上应在入学后第二学年第一学期结束前完成，最迟应于第三学年第一学期内完成。

2. 论文开题：应于资格考试通过后一年内完成。因故休学者或由其它特殊原因者，可申请推迟博士论文开题。具体参考《国际与公共事务学院博士生学位论文开题实施细则》

3. 年度考核：开题通过后满六个月以上者应参加，每个自然年考核一次。

4. 博士学位论文预答辩：通过以上流程考核并完成学位论文撰写后可申请，具体参考《国际与公共事务学院博士预答辩实施细则》。

5. 论文评审与答辩：预答辩通过后，提交论文终稿查重和专家评审。

1. Qualification examination: In principle, the examination should be completed before the end of the first semester of the second academic year after admission.at least completed within the first semester of the third academic year.

2. Dissertation Proposal:Should be completed within one year after passing the Qualificaition examination. Students who have suspend schooling for some reason may apply for postponing the Thesis proposal.

3. Annual Progress Review: Applicants who have passed the proposal for more than six months shall participate in the Annual Progress Review every natural year.

4. Pre-defense: Applicant can apply after passing processes review above and completing the dissertation writing. For the details, refers to “The Implementation Rules for Pre-Defense of Doctoral Candidates of School of International and Public Affairs”

5. Thesis review and defense: After passing the preliminary defense, submit the final paper for review and expert evaluation.

七、学术成果要求 Requirement on Academic Achievements

（一）创新性成果具体要求

1. 博士学位申请者应满足以下条件之一： 

（1） CSSCI期刊文科B类及以上 1篇或文科C类2篇或文科D类3篇；

（2） FMS 中文期刊T1类1篇或T2类2篇或T2类1篇和部级及以上专报采纳批示1篇；

（3） FMS 英文期刊AB类或JCR一区期刊（发表当年中科院或科技部负面清单除外）1篇；

2. 完成1篇实践部门考核。

（二）创新性成果认定办法

1、博士生为第一作者发表的论文以1篇计；以第二作者发表的论文（第一作者必须是其导师或副导师）以1/2篇计；第三作者及以后者不计；

2、学术论文应在博士生就读期间完成，上海交通大学应为第一发表（或录用）单位；

3、所有论文须为学术论文（article），短评、短论等不计。发表在JCR一区的论文须与公共管理学科相关；

4、以上期刊分类级别存在动态变化，若论文投稿时的期刊所在级别与发表时不一致，以论文投稿时的期刊级别为准；

5、中文期刊的增刊、集刊、专刊、扩展版发表的学术论文不计；

6、文科学术期刊分类参考学校和学院的最新规定;

7、创新性成果的主题或内容应与应急管理相关.

（一）Specific requirements for innovative outcomes.

1.  Applications should meet one of the following conditions：

（1） 1 article in CSSCI journals in liberal arts B and above, or 2 articles in liberal arts Cor 3 articles in liberal arts D;

（2）1 article in FMS Chinese journals T1 or 2 articles in T2;

（3）1 article in FMS English periodicals A/ B or 1 district in JCR (except for the negative list of the Chinese Academy of Sciences or the Ministry of Science and Technology in the year of publication)；

2. 1 internship report.

（二）Methods for identifying innovative results.

1、 The number of articles published by the doctoral student as the first author is counted as one; published by the second author (the first author must be his supervisor or associate supervisor) are counted as 1/2; others do not count;

2、All articles are academic papers published (or accepted) by Shanghai Jiao Tong University as the first unit during the doctoral degree period;

3、All articles must be academic papers (articles), short reviews, short essays, etc. are not counted;Articles published in JCR zone 1 must be related to the discipline of public administration.

4、There are dynamic changes in the classification levels of the above journals. If the level of the journal at the time of submission of the paper is inconsistent with the level at the time of publication, the level of the journal at the time of submission shall prevail;

5、Academic papers published in supplements, collections, special issues, and extended editions of Chinese journals are not counted.

6、The classification of liberal arts academicjournals, please refer to the latest regulation by SJTU and SIPA；

7、The subject or content of the innovative work should be relevant to emergency management.

八、学位论文 Thesis/dissertation work

学生应选择学科前沿领域或对科技进步、经济建设和社会发展有重要意义的课题作为博士学位论文的选题，博士学位论文能够表明作者具有独立从事科学研究工作的能力，反映作者在本门学科上掌握了坚实宽广的基础理论和系统深入的专业知识。学位论文的选题应具有科学性、学术性、创新性、先进性和可行性。论文选题鼓励与国家自然科学基金项目、省部级以上的重点科研项目等相结合。

注：培养方案中所涉规章制度、课程设置、流程管理均依照《上海交通大学研究生工作手册（2021修订本）》中相关规定，学院要求部分依照学院《国际与公共事务学院博士学位（学术型）授予标准》规定。若有最新规定，以研究生院和学院通知为准。

Implement the regulations of Shanghai Jiao Tong University on Application for Doctoral Degree Awarding (No. 92 of Shanghai Jiao Tong Graduate School (2019)) and the latest relevant regulations of the Graduate School.
