二、学科简介 Introduction

本硕士点始建于2003年，一批国内外知名学者任教于本硕士点，指导教师均拥有博士学位和在国外名校留学研究的经历，科研能力突出，成果斐然，近年来已出版专著10余部，承担国家及省部级社科课题30余项，发表专业领域高层次学术论文数逾百篇，取得了一批有影响的研究成果。本学科的主要研究方向包括行政管理、社会保障、公共信息管理等。

本硕士点在教学和研究中注重基础理论和应用研究相结合，追踪学术前沿，形成了一支实力较强、视野开阔，与政府部门密切合作的师资队伍。为政府部门和非政府机构培养具有现代公共管理理论和公共政策素养，掌握先进分析方法及技术，具有扎实的、基础理论和系统的专业知识，了解和熟悉我国及国际理论与实践的现状和发展趋势，能独立分析和解决实际问题的管理人才。

This program is geared towards students seeking to enrich their understanding of Science of Public Management. Students in the program develop the ability to analyze domestic and foreign politics, economy and society from both comparative and international theoretical and policy perspectives.

Students not only acquire tremendous conceptual and factual knowledge, but also develop the functional skills needed to pursue China-related careers in business, government, and non-governmental organizations.

This program is open to fresh university graduates as well as experienced professionals and government officials and is designed to train those students in the field of public affairs, publ administration, and public policy.

三、培养目标 Program Objective

本着“宽口径、厚基础、重能力、有专长”的教育理念，培养具有较高的公共管理理论素养、理论联系实际、专业写作能力强、外语水平高、综合素质好的理论型和应用型高级人才，分别满足党政机关、国际组织、科研院所的人才需求。

The program aims to cultivate well-roundedtalents with good professional writing ability and proficiency in foreign languages who understandtheories of political science andcan apply theoretical knowhow to real-world problems.Graduates from this program will be able to meet the needs of government departments, international organizations and research institutes.

四、培养方式及学习年限 Training Mode and Study Duration

培养方式：非定向就业

学术型硕士研究生学习年限为2.5年。未能按时完成学业者，硕士生最长可延长1学年。新生入学后两周内经师生互选确定导师。课程安排一般为三学期排课，第三学期须至少修2学分课程（不含学术报告与研讨会）。课程修读原则上要求第三学期内完成。

The duration of this program is 2.5 years. Those who fail to graduate on time can apply to extend their study period by up to 1 academic years.

Generally the course arrangement is three semesters, at least 2 credits of courses must be taken in the third semester not including.

五、课程学习要求 Course Requirement

须修读完成不少于34学分，其中GPA学分不少于17，GPA不低于2.7。各类课程具体要求如下：

六、培养过程要求 Training Requirement

1. A考考核：原则上第三学期，提交不少于1万字的文献综述进行专家评审。

2. 开题报告：原则上第四学期，提交开题报告并进行开题答辩。

3. 中期考核：原则上第四学期期末，提交中期报告。

4. 论文预答辩：每年4月、10月及12月，具体要求参见《国际与公共事务学院预答辩与论文评审细则》

5. 论文评审与答辩：第五学期，需提交论文终稿并通过查重和专家评审。

1. A test: In principle, in the third semester, you need to submit a literature review of no less   than 10,000 words in Chinese and pass the expert review.

2. Thesis Proposal: In principle,in the fourth semester, you need to submit the research proposal and pass the proposal defense.

3. Mid-term review: In principle, in the fourth semester, an interim report is required.

4. Pre-defense: Pre-defense will be organized in April, October and December each year, please refer to the specific requirements.

5. Thesis review and defense: In the fifth semester, you need to submit the final draft of the thesis and pass the plagiarism check and expert review.

七、学术成果要求 Requirement on Academic Achievements

学生在申请学位论文答辩前，至少发表（或录用）1篇与学位论文主要内容相关的学术论文。学术论文需发表（或录用）在公开出版或发行的学术刊物上。论文的核算方法为：

1. 在CSSCI/SCI/SSCI检索的刊物(中科院或科技部预警期刊除外)以及本院所主办的4本期刊上发表（或录用）以第二或第三作者署名的论文（第一作者必须是其导师）或者在上述期刊发表（或录用）以第二作者署名的论文（第一作者不是导师但导师是通讯作者），以1篇计;

2. 作为课题参与人，参与导师国家级、以及教育部哲社和上海市哲社项目申报获立项（申请时被列为参与人）或者成功结题（结题时被列为参与人），以1篇计；

3. 以第一作者参与国内外知名学术会议，提交论文并做会议发言（如导师一作，个人可为二作），以1篇计；

4. 作为第二完成人（导师为一作）获得省部级正职或副职及以上的领导批示或采纳，以1篇计；

5. 硕士生以核心成员身份参与全国MPA案例大赛获得全国三等奖及以上，以1篇计；

6. 硕士生以第二作者（第一作者是导师）参编的MPA案例入库到全国MPA教直委案例库，以1篇计；

7. 硕士生以排名第一身份参与全国性学生学术竞赛获得三等奖及以上等级奖励，以1篇计；

8. 作为成果参与人获得省部级及以上的科研奖励（导师作为第一获奖人），以1篇计。

Before applying for a degree thesis defense, a student must publish (or have accepted) at least one academic paper related to the main content of the degree thesis. The academic paper must be published (or accepted) in a publicly published or distributed academic journal. The calculation method for the paper is:

1. A paper co-authored (signed as the second or third author) and published (or accepted) in CSSCI/SCI/SSCI indexed journals (except for the pre-warning journals of the Chinese Academ of Sciences or the Ministry of Science and Technology), or in one of the four journals hosted by our institute (the first author must be their supervisor), or a paper co-authored (signed as the second author) and published (or accepted) in the aforementioned journals (where the first author is not the supervisor, but the supervisor is the corresponding author), counts as on paper.

2. As a participant in a project, involvement in the successful application (listed as a participant at the time of application) or completion (listed as a participant at the time of completion a national-level project led by the supervisor, as well as projects from the Ministry of Education's Philosophy and Social Sciences branch and the Shanghai branch of Philosophy and Socia Sciences, counts as one paper.

3. Participating as the first author in well-known domestic or international academic conferences, submitting papers, and delivering conference speeches (if the supervisor is the first author, the individual can be the second author), counts as one paper.

4. Being the second contributor (with the supervisor as the primary contributor) and receiving approval or adoption from provincial or ministerial level leadership (either principal or dep level or above), counts as one paper.

5. A Master's student participating as a core member in the National MPA Case Competition and winning a National Third Prize or above, counts as one paper.

6. A Master's student who, as the second author (with the supervisor as the first author), has contributed to an MPA case that is included in the National MPA Education Steering Committee's case database, counts as one paper.

7. A Master's student participating as the top-ranked member in a national student academic competition and winning a Third Prize or higher, counts as one paper.

8. As a participant in a project that has won a scientific research award at the provincial or ministerial level or above (with the supervisor as the primary awardee), it counts as one paper.

For all of the above achievements, the student's signing unit must list Shanghai Jiaotong University as the primary institution. When submitting a graduation thesis, you need to provide t cover, table of contents, and the first page of the paper; if it is an accepted paper, you need to provide an acceptance notice and the full text of the paper. For all award-winning results, y must provide award certificates or official publicity information; for approved or adopted achievements, you need to provide proof of approval or adoption; for case database inclusion achievements, you need to provide proof of case database inclusion or official publicity information. For academic conference participation achievements, you need to provide the conference schedule containing author signing information, the full text of the conference paper submitted, and conference attendance photos; for project application approval achievements, you need to provide the project application and project approval certification; for project completion achievements, you need to provide project completion reports and project completion certification.

八、学位论文 Thesis/dissertation work

申请学位论文答辩之前，应按《上海交通大学关于申请授予硕士学位（学术型）的规定》（沪交研﹝2021﹞82号）及学院相关学术论文发表规定达到论文发表的数量和质量要求。若有最新规定，以研究生院和学院通知为准。

学位论文应在导师指导下，经过开题报告、中期检查、论文评审与答辩等环节完成。其中，论文开题时间应在第四学期结束前完成，预答辩：每年4月、10月及12月，具体要求参见《国际与公共事务学院预答辩与论文评审细则》。论文正文字数一般应在4-5万字。论文通过答辩后方能按学位申请程序授予学位。学位论文的具体要求按照研究生院有关规定执行。

Each student will be asked to work under the guidance of a supervisor who is usually also a faculty member of the SIPA to prepare his/her thesis. Every thesis will be expected to meet its academic requirements. The dissertation is an important part of the master's training work. It is a comprehensive training for the master's students to carry out scientific research and undertake specialized technical work. It is also the main link to cultivate the master's innovative ability and the ability to find, analyze and solve problems by comprehensively using the knowledge learned.

Under the guidance of the tutor, the dissertation should be completed through the opening report, mid-term examination, thesis evaluation and defense. Among them, the opening time o the paper should be completed before the end of the fourth semester, and the number of words in the main body of the paper should be between 40000 and 50000 words. After the thesis has passed the defense, the degree can be granted according to the degree application procedure. The specific requirements of the dissertation shall be implemented in accordance with th relevant provisions of the graduate school.
