First Announcement | International Conference on New Horizons in Emergency Management (2026)

Currently, amidst the intertwined urbanization and technological iteration, extreme events exhibit trends of rapid proliferation and cascading transmission, exposing new systemic vulnerabilities of risks across different sectors and critical infrastructures. Smart technologies such as artificial intelligence, big data, and the Internet of Things have expanded the capabilities of risk perception and collaborative response, but they have also triggered uncertainties such as model bias and blurred boundaries of responsibility. Existing response pathways, characterized by hierarchical segmentation and linear response, are no longer adequate for crisis situations with compound characteristics. In this context, emergency management urgently needs to provide practical and feasible solutions in terms of institutional adaptability, cross-system collaboration, and the application of hard-core technologies, thereby promoting the translation of scientific evidence into implementable policies.

The inaugural conference was successfully held at our university previously, attracting over 260 participants, including scholars and industry experts from more than 70 universities and research institutions domestically and internationally. To continue building a rigorous platform for academic and technological dialogue, the School of International and Public Affairs, the School of Emergency Management, and the Shanghai Key Laboratory of Emergency Management for Complex Urban Risk Prevention and Resilient Governance at Shanghai Jiao Tong University will host the "2026 International Conference on New Horizons in Emergency Management" in Shanghai from July 3 to 5, 2026. We are now calling for academic papers from scholars, industry experts, and young researchers at home and abroad. The specific details are as follows:



I.Conference Theme


Navigating Uncertainty: Building Resilient Institutional Systems in the Era of Compound Crises

Specific topics include, but are not limited to, the following areas: 

1. Institutional adaptability and evolution under disaster scenarios

2. Resilient governance systems and mechanisms for complex urban risks

3. Networked resilience and multi-level collaborative governance

4. Dynamic response mechanisms for cascading and compound disasters

5. Emergency leadership and decision-making under deep uncertainty

6. Intelligent perception and intrinsic safety enhancement of critical infrastructure

7. Unmanned system applications and scenario reconstruction under extreme disasters

8. Digital twin simulation of complex urban systems and disaster chains

9. Energy network resilience and emergency self-healing under extreme weather

10. Risk management and dynamic evacuation in confined spaces (e.g., rail transit)

11. Application and validation of human factors engineering and neurocognition in crisis communication

12. Cross-border emergency collaboration and global risk governance

13. Crisis-driven organizational learning and evidence-based policy changes

14. Discipline construction and educational innovation in emergency management

15. Data- and intelligence-driven new technologies, new products, and new pathways in emergency management


The organizing committee cordially invites scholars to propose specific related topics based on their research interests for participation.

Participants are encouraged to give their oral presentations in English and AI translation will be provided on-site.


II.Time and Venue


Time:

Friday, July 3, 2026: All-day registration

Saturday, July 4, 2026: Opening ceremony, keynote speeches, and interdisciplinary dialogue forum

Sunday, July 5, 2026: Parallel sub-forums, poster exhibitions, closing ceremony, and award  presentation

III.Call for Papers Requirements


This conference welcomes submissions from scholars at home and abroad in fields such as public administration, emergency management, systems engineering, artificial intelligence, and other related areas. The submitted papers should be original research that has not been publicly published in domestic or international academic journals, and must strictly comply with academic ethical standards. Both Chinese and English manuscripts are acceptable (writing and presenting in English is encouraged), and please format them according to mainstream academic paper formatting guidelines.

The forum will organize an expert committee to conduct blind reviews. Accepted papers will be categorized and scheduled into the following three types. First, second, and third prizes will be established for each category and awarded with certificates at the closing ceremony (Full texts or complete presentation files must be submitted before May 30 for papers and posters participating in the award selection):


1. Excellent Paper Award: All paper submitters.

2. Young Scholars Forum Excellent Paper Award: 

Age requirements for the first author: male scholars must be under 35 years old, and female scholars must be under 40 years old.

3. Excellent Poster Award: Researchers are welcome to intuitively display their latest research results and technology application scenarios in the form of posters. Please indicate "Poster Exhibition" when submitting. The conference features a special "Excellent Poster Award" and will set up a dedicated poster exchange session at the venue.


IV.Conference Registration Fee


Payment before June 15, 2026: 800 RMB/person (400 RMB/person for currently enrolled students)

Payment after June 15, 2026: 1000 RMB/person (500 RMB/person for currently enrolled students)

Note: Invited keynote speakers are exempt from the registration fee. Full-time students will receive a 50% discount on the registration fee with a valid student ID.
